DOLE 7 released Php 899 ,820.00 to CLHIDO for the Livelihood Starter Kit - Kabuhayan Starter Kit Project

Self-employment is one of the effective means in lessening the rapid increase of unemployment rate in the country. For instance, the DOLE Kabuhayan Starter Kit will reach out those individuals who wanted to be self-employed due to lack of job opportunities. This is livelihood project consisting of a package of services that will enable the target beneficiaries to start quickly a livelihood undertaking and become self-employed. In other words, this starter kit project envisions in coming up with a sustainable self-employment. With its specific objective which is to enable the target beneficiaries plan, set up, start and operate a livelihood undertaking by providing them with the aforesaid ready-to-go, quick rollout self-employment package of services, consisting of short-gestation trainings, start up kits, business counseling and technical and marketing assistance services, this project is noted to be an accessible means of conducting entrepreneurial activities.

For the concrete details of the said project, the target eligible beneficiaries are the poor and long-term unemployed particularly the out-of-school youths (OSYs), women, indigenous people (IPs), displaced workers, elderly persons, urban poor, landless farmers/fisher folks, OFW returnees and other workers in the informal economy. It is worth to be noted that the beneficiaries are required to enroll in Social Protection Services like SSS, Philhealth and other alternative social protection schemes as soon as the business cycle allows it. This project is made possible by the unswerving commitment of the LGUs and private sector that will be accredited as co-partners (ACPs) and DOLE regional/field office through direct administration. The TESDA and other government and private training institutions may be tapped to provide the trainings for identified priority skills. The DOLE has already approved and released the fund intended for the project amounting to Eight Hundred Ninety Nine Thousand Eight Hundred Twenty Pesos (Php 899, 820.00) to grant the trainees of CLHIDO in realizing “Livelihood Starter Kit” to be used to any of the skills training programs under the SKILLS TRAINING UNLAD PARA SA KABUHAYAN. It is indeed undeniable that this is an epitome of a great presence of a sum of good government for its freed words were undoubtedly converted into actions.

The project prioritizes to come up with service-oriented skills (massage, plumbing, cosmetology, electrical servicing, welding native snack preparation, car wash, motorcycle repair, cellular phone repair, appliance, upholstery repair, etc.) in order for the beneficiaries to acquire new skills through formal and short-period training. The program management is put into the hands of the BRW who will handle the overall management and supervision; the NCRO/ECC is in charged to monitor the OFWs and occupationally disabled; Bureaus/Services Attached Agencies is tasked to provide support to DOLE-ROs and the DOLE-RD and Field Officers were responsible for the implementation of the project.
