Aside from the mushrooming business establishments in almost all the busy streets of the city, lay another common picturesque of people rushing along the streets doing business activities which serve as their bread and butter and a means of livelihood. It is not uncommon that flea markets are proliferating and ambulant vendors are busy trading their goods to people going to and fro. These activities remain to be increasing in numbers despite of the meager income they got out from it. It is indeed a great realization mode for the Local government sector to cater the needs of these people in order to at least lessen their burdens in dealing with their way of living. In this manner, the Nego-Kart Project will come into the picture to help those ambulant vendors sustain more their existing livelihood grow into profitable and sustainable business in a way that their income will increase.

With the joint efforts of DOLE Regional and Field Offices in partnership with ACPs willing to cost share such as Workers Organizations, LGUs, NGOs, Private sectors and State Universities and Colleges, this project will undoubtedly be of great success. The said project targets primarily all the key cities nationwide and caters at least a 100 ambulant vendors per region. Moreover, this also provides funding assistance particularly vending cart and accessory livelihood (Php 12, 000), working capital for procurement or production of marketable goods or services amounting to Php 2,500 and trainings on production skills, entrepreneurship, productivity and business management for P500. NEGOKART will be build by CLHIDO student participants of the skills training of SMAW II COURSE known as SHIELDED METAL ARC WELDING using CLHIDO facilities such as the newly acquired MODERN TIG AND STICK WELDING machine. The builder “STUDENT TRAINEES” will receive a certificate of competency NC II of the course. Expected output will be in 60 days period.

The program management will be shouldered by the Bureau of Rural Workers whom will be responsible for the overall management and supervision of the Project, the Heads of the DOLE Provincial/Field Offices shall act as Project Managers and the Bureaus, Services Offices and Attached Agencies of the Department shall provide support to the DOLE-ROs. By December 8, 2009 a great financial aid amounting to not less Php240, 000 shall be munificently released by DOLE Regional relative to the said project’s materialization.

NEGO-KART Project is one of the key answers in alleviating the poverty and the pathetic conditions of those residents who wanted to find another alternative in uplifting their means of living. It carries around fruits, salted peanuts, ballots, tempura, siomai, pancit noodles and fried chicken with rice and soft drinks. In order to avoid flaws on the said project, important issues and concern will be undergone such as the thorough selection of the beneficiaries, the sustainment of the project, how the success of the said project will be measured, the accountabilities of the parties involved, modification of the cart design for DOLE’s approval and the pilot testing respectively. By the said project, a number of mobile vendors will be helped out and will be opened up to another new business opportunity.
